Cohesion agreements
The operational programming of national resources for cohesion policies, the Development and Cohesion Fund 2021-2027 and complementary resources of the revolving fund, uses the instrument called "Cohesion Agreement" introduced with Legislative Decree 124/2023 and subsequent amendments.
The structure of the 2021-2027 Cohesion Agreements foresees:

Financial Plan of the Agreement

Details of the interventions and/or of actions to be financed with the national resources of the 2021-2027 cohesion policies

Implementation timetables for each intervention and/or action financed with the 2021-2027 Development and Cohesion Fund

Commitments and responsibilities of each of the Administrations signing the Agreement

The following table displays the Cohesion Agreements signed with the regional Administrations with an indication of the resources allocated to the Development and Cohesion Fund 2021-2027, starting from the programming allocations established with CIPESS resolution no. 25/2023. For each Agreement is made available the official document signed by the parties and annexes in editable format (excel), updated to 15 January 2025 in accordance with the decisions approved by the respective Technical Steering and Supervisory Committees (COTIV).

*For Campania Region Agreement, the amount of the "anticipated funding" includes the values related to CIPESS resolutions 79/2021, 42/2024, and 55/2024.
With the purpose of implementing the interventions envisaged by each Agreement, in addition to the national resources of the Development and Cohesion Fund, resources from other sources are also mobilised, specifically indicated in the Financial Plan of the Agreement itself. For some administrations, the Agreement also includes the complementary national resources of the cohesion policies coming from the Revolving Fund.
The different allocations of national resources included in each Agreement are monitored in separate Programmes. These also include those associated with the prefinancement of the 2021-2027 Development and Cohesion Fund (CIPESS Resolution no. 79/2022 as amended by CIPESS Resolution no. 16/2023), allocated prior to the stipulation of the Agreements themselves, whose monitoring data are already navigable on the OpenCoesione portal also starting from the 2021-2027 DCF Programmes page.
A part of this prefinancing, all projects indicated in the Cohesion Agreements, following the individual CIPESS Resolutions for financial allocation, will be monitored in the 2021-2027 National Monitoring System managed by MEF-RGS-IGRUE, whose data will be published on the portal when the System is fully operational.
