The 2021-2027 programming period of cohesion policy - financed by European and national resources is in the phase of definition. Starting from 2019, under the strategic direction and management of the Department for Cohesion Policies of the Presidency of the Council of Ministers, in Italy has begun the planning of cohesion policy for the period 2021-2027. In compliance with the Delegated Regulation (EU) no. 240/2014 on the European Code of Conduct on Partnership, the partnership consultation process involving all the actors of the country's institutional and economic-social partnership was launched. During the 2021 were approved all the Regulations that have defined the use of funds, and the list of Regulations is available in the right-side column.
The activities were initially organized into five Thematic Working Tables, that are described all in details within the section dedicated to the preparatory work for the Partnership Agreement 2021-2027. Several draft versions of the Partnership Agreement were therefore prepared, sent to the European Commission for the purpose of the informal dialogue and shared with the partnership. The first version is dated 20th November 2020. The latest available version is dated 17th January 2022 - that represents the document for the start of the formal negotiations with the European Commission, following the agreement reached in the Unified Conference on 16th December 2021 and the approval of the CIPESS during the meeting held on 22nd December 2021, in compliance with articles 10 of the Regulation (EU) 2021/1060 containing common provisions applicable to the Funds. The Partnership Agreement - which will ultimately have to be approved with a European Commission Decision - is the document that defines governance, strategic objectives and resources planning.
As regards the cohesion policy financed with national resources, the allocation of 80 percent of the resources of the Development and Cohesion Fund in favor of the South is confirmed. Article 1, paragraph 178, of the Budget Law for the year 2021 (law n.178 / 2020) provides that the financial endowment relating to the 2021-2027 programming period is used in accordance with the investment and reform envisaged in the National Plan for Recovery and Resilience (PNRR), as well as with the missions envisaged in the South Plan 2030, without prejudice to the principles of complementarity and additionality.
The interventions are implemented using the Development and Cohesion Plan (PSC) tool. The 12 thematic areas that characterize the current PSC, identified in Article 2 of CIPESS Resolution no. 2/2021 of 29 April 2021, are also intended to be confirmed for the FSC 2021-2027 programming period, due to their completeness and to facilitate comparison with the programming of the previous periods.
In March 2022, in line with the provisions of Law n. 178/2020, on the website of the Department of Cohesion Policies was published the document that defines the FSC 2021-2027 Strategic Objectives for each of the 12 thematic areas. The paper was prepared starting from technical inputs of the Department, with the contribution of a dedicated Commission appointed by the Minister for the South and Territorial Cohesion.
