Evaluation elements of the OpenCoesione initiative (2015)
The study was carried out by the enterprise Contesti srl - external provider to whom was awarded the public tender promoted by OpenCoesione for an initial evaluation of the initiative. The effects produced by the OpenCoesione initiative on the improvement of cohesion policies three years after its launch (2012-2015 period) were analyzed. Specific issues have concerned users’ profiling and how to use the portal, both inside and outside the Public Administration. Different methodological approaches were adopted: web scraping and sentiment analysis accompanied more traditional methods such as interviews. Hereinafter are available, in Italian language, the materials produced in the study:
Who makes the use of cohesion policy open data, how and why (2014)
The research dedicated to "Who uses open data from cohesion policy, how and why" (available in Italian language only) by Michele Lo Russo, was published in the UVAL Materials series and produced as part of the NUVAL Project "Support Actions for the activities of the National Evaluation and Evaluation Nuclei ”co-financed by the NOP Governance and Technical Assistance (ERDF) 2007-2013. By detecting the traffic flows of the OpenCoesione portal, the research defined the types and composition of the basins of origin of the users of the initiative. The study also put forward a metric proposal for evaluating the open data release strategy based on the dimensions of transparency, participation and efficiency / innovation as value generation mechanisms.
