A new focus on projects to counter the Covid-19 emergency

With a data release updated at 31st August 2021, it’s been published for the first time in the section dedicated to the open data of the OpenCoesione website, the focus dedicated to projects carried out in the framework of the National Strategy to overcome the COVID-19 emergency supported by cohesion funds. The focus includes the interventions aimed at mitigating the devastating effect that the pandemic caused in Italy. The new-born projects and interventions are result of the reprogramming of European and national cohesion funds carried out during 2020 to mitigate the Covid-19 emergency, for which are foreseen specific monitoring rules according to the indications of the Operational Note IGRUE. The reallocations were aimed to finance the interventions reported as expenditure borne by the state (such as, for example, temporary lay-off schemes for employees, purchase of vaccines and materials for the prevention of the disease).

The focus gathers, according to the date updated at 31st August 2021, 60,871 projects for a total public cost of € 7.1 billion euro, almost entirely covered with cohesion resources (€ 7.0 billion) with commitments amounting to € 6,7 billion and payments made of € 4,9 billion.

The project funds’ territorial allocation is concentrated for more than 28% within national and transversal areas, and approximately 33% in the regions of the Center-North and 40% in Southern regions.

The programmes financed by the European funds hold the largest share of resources reallocated for the Covid-19 emergency for 98% (out of which European Fund for Regional Development - ERDF for aprox. 64% and European Social Fund - ESF for aprox. 34%), while those supported by national cohesion funds (Cohesion Development Fund - FSC and Complementary Operational Programs - POC) ensure 2% of funds.

In addition the resources are concentrated for more than 77% of the total monitored, to the large projects (with total public cost greater than 10 million euros).

With regard to the types of the investments, over 34% of the projects are dedicated to the procurement of goods and services, over 18% for the assigning grants to production units and 13% to other subjects. Over 32% of the investments are dedicated for the initial subscription of share capital increase (including spin-offs), venture or gar funds, while something more than 3% is dedicated to the public works (construction works and engineering).
