Il programma proposto prevede: la realizzazione delle opere civili occorrenti per l'installazione di torri eoliche; l'installazione di torri eoliche in grado di convertire l'energia cinetica del vento in energia meccanica atta a produrre energia elettrica trasformata a media/alta tensione da consegnare alla rete per essere utilizzata ad usi pubblici (illuminazione e servizi degli Enti Locali) e di imprese locali; la realizzazione di impianti e opere elettriche occorrenti per immettere l'energia elettrica prodotta sulla rete (MT del distributore ENEL S.p.A. oppure AT del gestore GRTN S.p.A.).
