Il progetto rientra nelle misure in favore dell'autoimpiego, regolate dal Titolo II del D. Lgs. 185/00, che favoriscono l'inserimento nel mondo del lavoro di soggetti privi di occupazione, qualificano la professionalità dei soggetti beneficiari e diffondono e promuovono la cultura d'impresa, rappresentando un importante sostegno alle politiche di sviluppo territoriale. Nel caso specifico, l'iniziativa prevede l'avvio di un'attività imprenditoriale che ha da oggetto l'erogazione di servizi alle imprese di assicurazione.
